The first thing I should say - this is an email I sent to the xbox live support people. I don't really know if anyone here can figure out the problem, I just thought it would be best to get the opinion of actual tech experts.
I haven't gotten a reply from MS, so I don't know if they can solve it. The thing I'm worried about is if they say I need to send it in... I won't, because it's modded.

When I go through the network troubleshooter on the Xbox, everything goes great. It gives me green on everything, and says that I'm connected. But, when I try to do anything that involves xbox live (whether this be playing a game or trying to access my account options) it gives me the same error - "Unable to continue due to technical difficulties. Please try again later." When I try to connect in a game it tells me it's having trouble, and then sends me to the troubleshooter which confirms that I am, in fact, connected.
A few things that I should note:
1. When I first tried using Xbox Live on this xbox it was going through a Linksys BEFW11S4 V2 router, which I later read on the xbox site is apparently incompatible with Xbox Live. Oddly though, it still told me it was having no trouble connecting in the troubleshooter, and it actually updated the xbox live dashboard twice while going through this supposedly incompatible router.
2. This one is kind of long. The Live account that I am trying to use on this xbox was transfered from another xbox which stopped working for a completely unrelated reason. The reason that I transferred this account over to this current xbox is because I got a letter saying that my credit card had expired and that I needed to update it (which is a little hard to do from my old xbox which wasn't working). When I transferred the account over, and started Live for the first time two things happened:
1. The Live dashboard updated what seemed to be 2 or 3 times (I wasn't really paying attention).
2. The xbox told me that before I could use my account there were some messages I had to read. The message was that I had to update my credit card information, or something to that effect. I did so, and it restarted. Before it restarted, though, I got some strange error message that went something like, "There is a problem with your Xbox Live account. Please call the number in your instructions manual." When it restarted, it told me I had another message. This one told me I had to agree to new terms of stuff. I did, and it once again restarted but also once again gave me the error message about something wrong with my account. I chose to disregard these. Because everything seemed fine to me.
Let me sum this all up -
-The Network Troubleshooter says that I am connected to Xbox Live, and everything is hunky-dorey.
-None of the things that require Xbox Live work.
-I was given a message saying there is something wrong with my account, and to contact a number inside my instruction manual.
-I was able to update my dash and account info through a reportedly unusable router (key word there is "was" because I can't anymore).
